Career Growth Hospitality Recruitment are looking for a Utilities Manager to join a dynamic commercial property portfolio based in the Cape Town CBD. This is an excellent opportunity for a detail-driven professional with strong analytical ability and property administration experience to take ownership of utilities performance, data analysis, and tenant recoveries across a large portfolio.
This role requires someone who is highly organised, analytical, and comfortable working with large data sets, municipal utilities, and property management systems.
Key Responsibilities
Utilities Data Analysis & Reporting

Analyse utilities data monthly to identify discrepancies, trends and cost-saving opportunities.

Manage and maintain utilities databases ensuring accurate data capture and reporting.

Conduct reasonableness assessments of utilities data and highlight anomalies.

Analyse metering information and identify patterns or irregularities.

Review tenant billing information and investigate discrepancies.

Identify opportunities for tariff optimisation and improved cost recovery.
Stakeholder & Tenant Engagement

Present utilities reports and findings to internal stakeholders and property managers.

Work closely with internal teams to resolve utilities-related issues and improve processes.

Ensure tenant and property queries related to utilities are accurately logged and resolved within deadlines.
Service Provider Management

Participate in contracting utilities service providers and ensure contractual obligations are met.

Monitor service provider performance and provide feedback.

Address non-performance and recommend corrective actions where necessary.
Budget & Cost Management

Assist in preparing utilities budgets by analysing municipal tariff changes.

Monitor monthly utilities spend and identify cost anomalies.

Provide reporting on utilities expenditure across properties and portfolios.
Recoveries & Billing Accuracy

Ensure accurate utilities recoveries for tenants including electricity, water, sewerage and refuse.

Monitor system imports, exception reports and billing runs to ensure accuracy.

Ensure tenant recoveries and lease-based charges are calculated and billed correctly.
Municipal Rates & Evaluations

Review municipal property valuations and rates structures.

Monitor valuation roll updates and assist with appeals or adjustments where required.

Communicate rate changes to internal stakeholders and service providers.
Utilities Systems & Processes

Support the development and improvement of utilities management systems.

Monitor system effectiveness and maintain data integrity.

Assist with audits and improvements to utilities reporting and processes.
Minimum Requirements

Minimum 5 years’ experience in Commercial Property Administration.

Property-related qualification advantageous.

Strong analytical and data interpretation skills.

Excellent administration and organisational abilities.

Strong communication and stakeholder management skills.

Experience with MDA property management system preferred.

Highly detail-oriented with the ability to multitask and manage deadlines.
